34. Mr. Adley

asked the Secretary of State for Foreign and Commonwealth Affairs if he has yet met the new ambassador to the Court of St. James sent by the South African Government to replace Dr. Denis Worrall.

Mrs. Chalker

My right hon. and learned Friend met Mr. Killen during the visit which he paid to South Africa in July 1986 in his capacity as president of the Foreign Affairs Council of the European Community.

55. Dr. Godman

asked the Secretary of State for Foreign and Commonwealth Affairs what is Her Majesty's Government's policy on making resolution 591 of the United Nations Security Council of 28 November 1986 regarding the arms embargo against South Africa mandatory.

Mrs. Chalker

The Security Council adopted resolution 591 by consensus as a voluntary resolution. Its voluntary status is therefore already determined and is not subject to change.

59. Ms. Clare Short

asked the Secretary of State for Foreign and Commonwealth Affairs if he will encourage the President of the European Economic Community Council of Ministers to continue to seek consensus on the inclusion of coal in the list of items of South African exports embargoed for purposes of import into the European Community.

Mrs. Chalker

In line with the statement by Ministers in European political co-operation on 15–16 September 1986, it rests with the presidency of the day to seek consensus on this issue.

62. Mr. Simon Hughes

asked the Secretary of State for Foreign and Commonwealth Affairs if the European Commission Council of Foreign Ministers proposes to take any further initiatives on South Africa in the coming months.

Mrs. Chalker

The Foreign Ministers of the Twelve will continue their efforts to work to promote peaceful dialogue, with the aim of achieving fundamental change in South Africa.

64. Mr. Cohen

asked the Secretary of State for Foreign and Commonwealth Affairs what approaches have been made by the United States Administration seeking Her Majesty's Government's support for a multilateral programme of sanctions drawn from the list of measures included in the Anti-Apartheid Act of 1966.

asked the Secretary of State for Foreign and Commonwealth Affairs what representations he has received on South Africa's failure to comply with United Nations resolution 435 regarding the independence of Namibia.

Mrs. Chalker

We have received representations from various sources on South Africa's failure to implement United Nations Security Council Resolution 435. They include Parliamentary questions as well as letters from hon. and right hon. Members, non-governmental organisations and members of the public.
