asked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the progress of the Conference on Security and Co-operation in Europe discussions in Vienna with particular reference to human rights.

I refer my hon. Friend to the answer I gave earlier today to my hon. Friend the Member for Dudley West (Dr. Blackburn). The Vienna meeting has now entered its third and final phase, during which work will begin on drafting of a concluding document.
