Mr. Williams

asked the Minister of Agriculture, Fisheries and Food (1) what representations he has received regarding the adequacy of Government advertisements and publicity intended to inform the public about the categories of people who qualify for European Economic Community butter and meat; and if he will make a statement;

(2) if he will clarify the criterion relating to disadvantage in other ways which applies to the categories of people who qualify for European Economic Community butter and meat.

[pursuant to his reply, 13 March 1987, c. 339]: I have received some correspondence relating to the detailed information given about the categories of people eligible to receive free food. My Department has issued several press releases and information notes briefing the public and to direct them to the charitable organisations which are arranging the distribution. The charitable organisations have received guidance on the question of eligibility. In addition to certain specific categories, the term "disadvantaged in other ways" has been used in the guidance to allow a degree of flexibility. The charities have been asked to use their common sense and discretion in interpreting it.
