§ Mr. Kenneth BakerThe draft of the second circular of guidance on the Education (No. 2) Act 1986 has been issued for consultation today. It includes model instruments and articles of government. The draft of new school government regulations has been issued simultaneously. Those consulted include the local authority associations, the Churches and other voluntary bodies, the teacher unions and other interested bodies. It is hoped that the circular will be issued in its final form soon after Easter.
