Mr. Deakins

asked the Secretary of State for Defence what are the responsibilities of his accounting officer to Parliament in respect of any criminal activity with a defence contract which affects public money paid or to be paid to that contractor; and if he will make a statement.

Mr. Archie Hamilton

The accounting officer is responsible to Ministers for the propriety and regularity of all disbursements made by the Department including those to defence contractors and for drawing to the attention of Parliament any cases involving losses or special payments by means of the appropriation account.
