Mr. Deakins

asked the Secretary of State for the Environment what has been the rate support grant paid to the London borough of Waltham Forest in cash and real terms since 1979.

Figures for 1981–82 and 1982–83 are final entitlements. In 1981–82 the Metropolitan police and GLC entitlements were paid to the rating authorities in their areas: in 1982–83 only the Metropolitan police entitlement was paid in this way. Domestic rate relief grant figures for 1983–84 and 1984–85 are final entitlement; those for 1985–86 and 1986–87 are first estimates. Block grant figures for 1983–84 and 1984–85 are entitlements after holdback based upon provisional outturn; those for 1985–86 are entitlements after holdback based on budgets; those for 1986–87 are entitlements based on initial budget returns. Real term figures are cash figures uprated by the corresponding GDP deflator for the year.
