Mr. Teddy Taylor

asked the Chancellor of the Exchequer if, in his capacity as director of the European Investment Bank, he will state whether it remains the policy of that Bank that loans should be conditional on guarantees by member states or other first class guarantors; and if he will make a statement on the guidance given by the board of the bank in this respect when it indicated that it was content for discussions to take place between officials of the bank and the promotors of the Channel tunnel for a loan of £1,000,000,000.
