asked the Secretary of State for Energy if he will make a statement on the Government's policy on targeting and monitoring schemes for energy efficiency.

Monitoring and targeting is a disciplined approach to energy management and an important step towards improving energy efficiency. The Energy Efficiency Office is supporting the development and introducion of monitoring and targeting systems across the non-domestic energy sector. To date 29 systems are in operation or under development in particular sectors of industry and commerce. The current programme aims to develop 40 systems, including a number of cross-sectoral systems, by the end of 1990.

Savings of £300 million are expected to result from the adoption of monitoring and targeting against a total programme spend of £9 million.

asked the Secretary of State for Energy what further measures he intends to introduce the greater energy efficiency in the domestic and commericial sectors.

The MONERGY 1986 campaign has seen an enormous concerted efforted across all sectors to make people at home and in the workplace more energy conscious. Practical achievements during the year have been substantial: for instance, demand for the energy efficiency surve scheme increased significantly, while the number of community insulation projects nearly doubled.

At the National Energy Management Conference last year I announced a 14-point programme to build on the success of Energy Efficency Year with policies closely matched to the needs to the market place. My hon. Friend the Under-Secretary of State for Energy reiterated this programme in his answer to my hon. Friend the Member for Erewash, (Mr. Rost) on 26 January at columns 52–53.

In addition, on 26 February I announced a massive international energy efficiency exhibition and conference to be held at the NEC in Birmingham in June 1988, which will be a major new platform for British industry and the largest international energy efficiency event in the world.
