§ Mr. Kenneth ClarkeIn the period 12 May 1986—January 1987 a total of 97,270 people in Yorkshire and Humberside were invited to restart interviews. We have no means of knowing precisely how many have since found jobs or other opportunities which might lead to employment. However, 75 per cent. of participants agreed to pursue the offer made to them at their restart interview. 16,811 of those invited to interview had ceased to claim benefit as unemployed by 8 January. We do not know how many of these people left the count because of help received under the restart programme since people are constantly leaving unemployment for a variety of reasons.
