In London and the metropolitan areas, unitary development plans, prepared by the London boroughs and the metropolitan districts, are to be introduced under the provisions of the Local Government Act 1985. Proposals for new arrangements elsewhere were made in the consultation paper, "The Future of Development Plans", published last September. Copies have been placed in the Library. Comments should be made by 14 March. Changes on the lines proposed would require primary legislation which I do not expect to be introduced during this Parliament.
