asked the Secretary of State for Energy when was the most recent review of his Department's responsibilities for offshore safety; and if he will make a statement.

Mr. Buchanan-Smith

A new post of director of offshore safety has been established to strengthen the management and the co-ordination of the Department's responsibilities for offshore safety.

This follows a review completed in autumn 1986 which took account of the increased work load stemming from the industry's greater involvement in the United Kingdom sector of the North sea.

The director will head a unit to formulate and to carry out an effective offshore safety policy and strategy. In addition, there will be a strengthening of the Department's safety branches to meet the changing requirements of the industry.
