Mr. Deakins

asked the Secretary of State for Defence, pursuant to his answer of 5 February, Official Report, column 802, whether the reduction of 1,400 nuclear warheads was first agreed with the Warsaw pact or was decided unilaterally by the North Atlantic Treaty Organisation; and what compensating reduction was obtained from the Warsaw pact.

NATO's policy is to preserve the peace through the maintenance of forces at the lowest level capable of deterring the Warsaw Pact threat. The nuclear planning group's decision in October 1983 to reduce the stockpile of NATO's nuclear warheads in Europe by 1,400 was a reflection of this policy. At the same time, Ministers agreed that steps should be taken to ensure the survivability, responsiveness and effectiveness of remaining delivery systems and warheads. The Montebello decision was not agreed with the Warsaw Pact.
