asked the Secretary of State for the Environment which local authorities are refusing to discuss the scope for improving their housing stock with Estate Action.

Of the local authorities originally invited, in June 1985, to join in discussion with Estate Action (then known as the Urban Housing Renewal Unit) only two—Lambeth and Doncaster—have not taken up the offer.

Since then 63 local authorities have received approvals for £50 million additional resources in support of Estate Action schemes.
