Mr. Millan

asked the Secretary of State for Scotland what proposals he has issued for the reconstitution of the governing bodies of colleges of education, to whom these proposals have been issued for the purposes of consultation; what is the last date for making representations; and what representations he has so far received.

A consultative paper on the future composition of the governing bodies was issued by my Department on 11 August 1986 to the colleges of education, the Joint Committee of Colleges of Education in Scotland and the General Teaching Council for Scotland. Comments were invited by 17 October on the basis that it was open to the governing bodies or individual members thereof to consult existing or potential appointing bodies. A total of 53 representations were received, of which five were from hon. Members. Subsequently, further consultations have taken place on regulations, which will be laid before Parliament, next week, giving effect inter alia to various changes in composition.
