§ Mr. Kenneth ClarkeThe community programme is currently available in most places to those people aged 18 to 25 who have been unemployed for six months or more. However, we believe that the new job training scheme is a better route back into employment for unemployed people under 25 in their own interest, and as good quality JTS expands it will be the preferred scheme for this age group. The community programme can then provide more places for the longer-term unemployed. At the moment, therefore, in the nine original job training scheme pilot areas eligibility for those aged 18 to 25 is the same as for other unemployed people, namely, that they should have been unemployed for 12 months or more.
