Mr. Wolfson

asked the Secretary of State for the Environment (1) if he will make a statement on the do-it-yourself shared ownership scheme; and if he intends to increase the maximum purchase price allowed under do-it-yourself shared ownership regulations;

(2) what representations he has received about the do-it-yourself shared ownership scheme and the maximum purchase price allowed under do-it-yourself shared ownership regulations;

(3) if he will estimate the cost of increasing the maximum purchase price allowed under the do-it-yourself shared ownership regulations by (a) 35 per cent., (b) 40 per cent. and (c) 45 per cent., respectively; and if he will make a statement.

I shall shortly be reviewing the value limits to apply from 1 April 1987 for all housing association shared ownership schemes in the light of representations from my hon. Friend the Parliamentary Under-Secretary of State, the Member for Surbiton (Mr. Tracey), the National Federation of Housing Associations and several individual representatives. New provision for do-it-yourself shared ownership schemes is restricted to discretionary funding by local authorities within their HIP allocations, which precludes effective estimating of the effects of increased value limits.

asked the Secretary of State for the Environment if he will consider allowing unlimited do-it-yourself shared ownership purchases over an extended area within the county of Kent; and if he will make a statement.

Local authorities are already free to operate unlimited do-it-yourself ownership schemes on a voluntary basis independently of housing associations. I have no plans to remove the value limits in respect of shared ownership operated through housing associations.
