asked the Secretary of State for the Environment on what basis his Department decided that two years should be the maximum period for which homeless families will be allowed to occupy units of temporary accommodation provided under the 1988 Housing Corporation programme.

The aim is to get families out of bed-and-breakfast accommodation while the local authority finds permanent rehousing; two years is long enough for authorities to make the necessary arrangements. Many families should be able to move on within one year.
