asked the Chancellor of the Exchequer whether he will make it his policy to assign part or the whole of the yield from income tax to the payment of local government expenditure under the proposed community charge and unified business rate system.

Mr. Lawson

No. Central Government already provide substantial support to local government expenditure from national taxation. But it is not the practice of the Government to hypothecate revenues from a particular tax to particular areas of expenditure.

Mr. Dalyell

asked the Chancellor of Exchequer what assessment he has made of the implication for Inland Revenue valuation staff of the proposed community charge.

Mr. Norman Lamont

The Inland Revenue valuation staff will not be involved in the administration of the community charge. Their existing responsibility for the valuation of domestic properties and maintenance of the corresponding valuation list will cease as domestic rates in England and Wales come to an end.
