Mr. Galbraith

asked the Secretary of State for Social Services if he will publish a table showing the number of whole-time and the number of part-time consultants in each surgical specialty in each hospital in England and Wales.

The information is not held centrally in the form requested. The table sets out available data in respect of employing authorities in England. The information about Wales is the responsibility of my right hon. Friend, the Secretary of State for Wales.

Mr. Kirkwood

asked the Secretary of State for Social Services when his Department last invited proposals from National Health Service managers on the provision of new consultant posts; what arrangements exist for the funding of consultant posts, including the initial funding of new posts; and if he will make a statement.

Under normal circumstances, funding for consultant posts is a matter for regional and special health authorities to determine, within their overall budget and as an integral part of service development. In addition to this, the Department has recently invited bids from health authorities for additional consultant posts in general medicine, general surgery and traumatic and orthopaedic surgery, under the pump-priming scheme set out in last year's consultative document "Hospital Medical Staffing: Achieving a Balance". This scheme is intended to boost normal consultant expansion, both on service and career grounds, by providing an additional 100 posts over the two years 1987–88 to 1988–first 45 of these posts were announced on 20 July, when HAs were also asked to bid for the remaining 55, to be allocated in 1988–89.

The Department has set aside £8.6 million for this purpose. This additional funding will be provided centrally to each regional and special health authority and will be earmarked up to the end of 1990–91. After that time it will be built into each authority's baseline revenue allocations.

Mr. Kirkwood

asked the Secretary of State for Social Services what studies have been made by his Department of the impact of new consultant posts on waiting lists for National Health Service treatment; and if he will make a statement.

Mr. Newton

No specific studies have been made. However several of the projects funded from the £25 million waiting list fund in 1987–88 involve the appointment (or earlier appointment) of consultants. Such projects will certainly result in more waiting list cases being treated but since these posts could also, in time, attract additional referrals from general practitioners the overall impact on waiting lists is more difficult to predict. There could, however, be a reduction in waiting times. The projects will be closely monitored.

A number of the projects proposed by regions and supported from the waiting list fund have involved the appointment or earlier appointment of consultants (some on a temporary basis) in areas with problem waiting lists. An additional 100 consultant posts are also to be established as a result of the consultative document "Hospital Medical Staffing: Achieving a Balance", in general medicine, general surgery, and trauma and orthopaedic surgery. These appointments should have a further impact on waiting lists. The allocation to regions of the first 45 posts, announced on 20 July, took account of current staffing levels in those specialties, to ensure that they were allocated where most needed on service as well as career grounds.
