Mr. Leighton

asked the Secretary of State for the Environment what changes there have been in the Government's policies towards the inner cities since the general election.

Mr. Trippier

The Government's policies for the inner cities will give increased emphasis to encouraging enterprise and investment in those areas, to increasing employment opportunities and to improving the physical environment. Our legislative proposals on housing, on local government finance and for promoting competition will help to ensure enhanced quality, choice and accountability in housing and services for inner city residents.

Mr. Battle

asked the Secretary of State for the Environment if he will publish in the Official Report a table listing the total amount of money received by inner-city partnership authorities from 1979 to date, through the inner city programme, by authority and in total; and if he will list the amounts in cash and real terms.

Mrs. Roe

The urban programme grant payments for the partnership authorities for the years 1978–79 to 1987–88 are shown in cash and real terms in the tables. The figures for 1986–87 are estimated outturn and those for 1987–88 are estimates.

The urban programme grant payments shown are, in general, less than the allocation for the authority for the year in question because:

  1. (a) grant is paid at a rate of 75 per cent. on local authority expenditure;
  2. (b) some grant claims are submitted after the relevant financial year; and
  3. (c) many capital projects are financed through loans, and the grant payment in that case is towards loan charges over a maximum period of 40 years.

Notes:

(1) For 1979–80 and 1980–81, rate support grant comprised needs and resources elements and domestic rate relief grant, and was not paid on a basis comparable with later years.

(2) From 1981–82 onwards, rate support grant comprises block grant and domestic rate relief grant. In 1981–82 Metropolitan police and GLC entitlements were paid to the rating authorities in their areas. In 1982–83 only the Metropolitan police entitlement was paid in this way.

(3) The rate support grant figures for the years 1979–80 to 1982–83 are final entitlements. The domestic rate relief grant elements for 1983–84, 1984–85 and 1985–86 are also final entitlements; those for 1986–87 and 1987–88 are first estimates. The block grant elements for 1983–84, 1984–85 and 1985–86 are entitlements after holdback based upon provisional outturn; those for 1986–87 are entitlements based on revised budgets, and those for 1987–88 are entitlements based on budgets.
