asked the Secretary of State for the Environment whether he will arrange for inquiries to be made by his officials into the noise and nuisance caused by public firework displays at times other than at the traditional period around 5 November.

Noise nuisance from firework displays is essentially a local matter. Local authorities can make an order to prevent the occurrence or recurrence of noise amounting to a nuisance, and individuals bothered in their homes by noise can take action in the magistrates' court, under the provisions of the Control of Pollution Act 1974. I have no reason to believe these powers are inadequate in relation to noise from firework displays.
