of hereditaments, are given in the following table. Estimated community charge figures for 1987–88 are also shown. These estimates are based on present expenditure patterns and aggregate levels of grant. They are given on two bases: first, community charges assuming the Government's proposals were implemented in full in 1987–88, with no safety net, are provided; secondly, charges after allowing for the safety nets envisaged in the Green Paper. The average community charge per property including safety net will, by definition, be the same as the average domestic rate bill per property.

asked the Secretary of State for Wales what is the total annual value of domestic rate relief accruing to registered charities in Wales.

Mr. Peter Walker

Registered charities are rated on a commercial basis and do not, therefore, qualify for domestic rate relief. However, they are eligible for 50 per cent. mandatory relief under Section 40(1) of the General Rate Act 1967, and for 1986–87 this amounted to £1.2 million.
