asked the Secretary of State for Defence if, pursuant to his reply of 15 July, Official Report, column 496, he will define the safeguarded zone surrounding the Royal Navy armaments depot, Beith; when it was established and when it was last reviewed; if he will list the commercial premises within the safeguarded zone in respect of which his Department has not exercised its rights of veto; and if he will list all other proposed developments within this zone which his Department has proscribed.

The safeguarding zone surrounding RNAD Beith is defined using standard criteria produced by the Health and Safety Executive. These criteria correlate to international regulations and prescribe the safety distances for specific quantities of stored ammunition. The current safeguarding zone is defined on the safeguarding map issued by the Scottish Development Department on 21 December 1967 to the local planning authority, now Cunninghame district council. The safeguarding zone was formally established in 1964. It is regularly checked in relation to the amount of explosives stored but no alteration to the map has been necessary since it was issued in 1967. The commercial premises within the safeguarding zone in respect of which my Department has not invoked its statutory right to object are :

  1. 1. Fertiliser compound, Barrmill thread mills.
  2. 2. Agriculture store, Shotts cottage, Beith.
  3. 3. Erection of cubicle housing unit, Bankhead farm.
  4. 4. Cow cubicle unit at Roughwood, Beith.
  5. 5. Cubicle housing unit for cows, South Barr farm, Beith.
  6. 6. Garage (for storage) at Beith road, Barrmill. Proposed developments within the safeguarding zone

to which my Department has objected :

  1. 1. Caravan site at Brighouse.
  2. 2. Dwellinghouse at Windyhouse farm, Beith.
  3. 3. House at Drumble farm, Beith.
  4. 4. Blue Circle Cement works, Barrmill.
  5. 5. Conversion of Byre into a dwellinghouse at West Middlebank, farm, Dalry.
  6. 6. Mac Mix Ltd., ready mixed concrete depot in old quarry area, Barrmill.
  7. 7. Conversion of outbuilding to dwellinghouse at Meikle Barcosh, Dalry road, Beith.
  8. 8. Giffen estate, Dalry—erection of stables and use as a horseriding complex.
  9. 9. Conversion of stables into public house at The Coach House, Giffen estate.
