asked Her Majesty's Government:

Whether they will invite the Director General of Telecommunications to re-examine the terms of BT's licence in order to eliminate any dissatisfaction with the service it offers, particularly to commercial and official customers who are dependent upon it for the discharge of their own obligations to the public.

It is for the director general himself to decide whether the terms of BT's licence need to be re-examined. The statutory framework for telecommunications provides that the director general has an independent role in the enforcement and, if necessary, modification of existing licences.
