§ Mr. RifkindMy right hon. Friend, the Secretary of State for Education and Science, has issued a consultation paper on the Universities Funding Council. I have seen the responses made by the Standing Committee of the Scottish Universities on behalf of all the Scottish universities, by the Joint Committee of Principals of Colleges of Education and the Principals and Directors of Central Institutions, and by the Convention of Scottish Local Authorities.
