The hon. Gentleman is seeking to make a false comparison. Under the proposals in Cmnd. 9714 authorities would receive £233–1 per adult as a result of a uniform domestic rate of 224–1p. This figures is not 279W comparable with the income from non-domestic rates under the present arrangements which provide for inequalities in rateable value to be mitigated by adjustments to block grant.
