§ Mr. Berminghamasked the Attorney-General what qualifications will be required of those persons not professionally qualified in law whom he proposes to employ to prepare and vet committal papers.
§ The Attorney-General[pursuant to his reply, 6 July. c. 6]: In cases which are committed for trial all decisions regarding the sufficiency of evidence or otherwise requiring legal expertise are taken by a Crown prosecutor. Administrative staff work closely with lawyers in the preparation of such cases, and are responsible for the actual physical compilation of the committal papers; they follow clearly laid down routines and are at all times subject to the ultimate direction of a Crown prosecutor.
Administrative members of staff who are involved in such work range in grade from administrative assistant to senior executive officer. They have the normal range of qualifications required for employment as civil servants.
