§ Mr. Peter BottomleyUnder article 33 of the Chicago convention, contracting states arc required to accept certificates of airworthiness and competence which are issued by a foreign state or its regulatory authority, in compliance with minimum standards laid down by the convention. However, under the Air Navigation Order 1985 the Civil Aviation Authority has powers to prevent any aircraft, including those on foreign registries, from flying in the United Kingdom when in an unlit condition or if to do so would be in contravention of applicable parts of the order.
