The domestic rate relief grant elements for 1983–84, 1984–85 and 1985–86 are also final entitlements; those for 1986–87 and 1987–88 are first estimates. The block grant elements for 1983–84, 1984–85 and 1985–86 are entitlements after holdback based upon provisional outturn; those for 1986–87 and 1987–88 are entitlements based on budgets.
