Whether, in view of the fact that certain of their commitments to legislate on waste disposal were made five or more years ago, they will introduce such legislation in stages in order to expedite action.
§ Lord BelsteadThe Government do not see an advantage to be gained by considering a piecemeal approach to new primary legislation on waste disposal. The necessary changes to regulations, of which some are in an advanced state of preparation, will be introduced as soon as possible in each case.

When legislation will be introduced to permit recurring charges for licences at disposal sites accepting hazardous wastes and whether the preparatory consultations announced in 1983 (HL Deb., 5th December, col. 983) have been completed.
§ Lord BelsteadThe Government consulted on the introduction of charges for waste disposal licences in September 1986 and it will be included in the measures to be brought forward to amend the law on waste disposal.
