Mr. Alfred Morris

asked the Secretary of State for the Environment what consideration has been given:o the views of Co-operative Union Ltd. on the Green Paper "Paying for Local Government", what response was made; and if he will now make a statement about the views expressed.

Mr. Howard

We considered all the comments received in response to the proposals in the Green Paper "Paying for Local Government" (Cmnd. 9714). The Co-operative Union Ltd. was sent an official acknowledgement to that effect. The Government have responded generally to these representations by confirming their intention of proceeding with the main proposals; by changing some of the operating procedures for the community charge and by announcing transitional arrangements for the move to a national non-domestic rate poundage. We are still considering other aspects of the responses.

asked the Secretary of State for the Environment if he will now publish all the responses received by him in response to "Paying for Local Government", Cmnd. 9714.

I do not have the permission of those who submitted comments to publish their views. But my right hon. Friend placed a summary of the responses we received in the Library on 15 December 1986.
