asked the Minister of Agriculture, Fisheries and Food what is the policy of Her Majesty's Government towards the proposal that the European Economic Community fisheries agreement with Morocco should extend only to the area of sea which is internationally recognised as Moroccan waters.

asked the Minister of Agriculture, Fisheries and Food if, in view of the effects of delay on United Kingdom dairy farmers, he will immediately allow the Milk Marketing Board to organise milk quota leasing in the United Kingdom.

[pursuant to his reply, 14 July 1987]: As my right hon. Friend has already reported to the House on 1 July at column 511, it was agreed as part of this year's price-fixing settlement that measures would be implemented to permit the continuation of quota leasing. Although the Council agreed in principle to this measure, the absence of the European Parliament opinion, which is required on the proposal, means that formal adoption of a regulation will be delayed until after the summer holidays. My officials are already discussing detailed arrangements with the Milk Marketing Board that can be put into operation as soon as the necessary regulation is formally adopted.
