Mr. Strang

asked the Chancellor of the Duchy of Lancaster why Her Majesty's Government have refused to approve the budget allocation for the framework programme for scientific collaboration in Europe; what research into AIDS has been delayed because of this refusal; and whether he will make a statement.

We have always made clear our commitment to the concept of a framework programme for European Community research and indeed have been willing to see increases in funding in those areas aimed at improving Europe's industrial competitiveness. However, we have been concerned by the scale and scope of the proposals and have worked throughout the negotiations to secure a more effectively targeted and high quality programme. In her statement to the House on 1 July reporting on the European Council on 29 and 30 June my right hon. Friend the Prime Minister made clear our agreement to the content of the framework programme and to spending continuing at present levels. We hope therefore that work can proceed quickly on this basis.

A programme of AIDS research, a significant part of which comprises the co-ordination of national research activity in member states, forms part of the medical and health programme within the framework. Work to prepare this AIDS programme is at an advanced stage and we have indicated our willingness to agree to the commencement of the AIDS programme as soon as the way is clear. The Government's commitment to a programme of AIDS research in this country has been clearly demonstrated and will continue alongside the support we are giving to the EC programme.
