asked the Secretary of State for Transport if he has any plans to introduce legislation to require those flying or operating privately-owned aircraft to be insured for third party and passenger liability; and if he will make a statement.

It is for aircraft owners who carry passengers on private flights to decide the appropriate levels of both passenger and third party insurance to meet their potential liabilities. Under section 76 of the Civil Aviation Act 1982 they are strictly liable for injury or damage caused to persons or property on the ground.

There are no plans to introduce legislation.
