Lord Kennet

asked Her Majesty's Government:

Whether, when operating with the United States Navy in exercises outside the NATO area, the these years and how many of such prisoners died in prison during each of these years.

The Minister of State, Home Office (The Earl of Caithness)

The information requested is given in the table. Details of time spent under sentence are to be found in table 4(e) ofPrison Statistics, England and Wales, 1985(Cmnd. 9903).

Royal Navy, including Royal Naval submarines, observes the rules of innocent passage within whatever breadth of territorial sea a coastal state may claim, provided it is not more than 12 nautical miles.

The Minister of State for Defence Procurement (Lord Trefgarne)

The Royal Navy would not, without the authority of the state or states concerned, conduct, or participate in, exercises which in part or whole take place within the territorial waters of other states. On passage through the territorial waters of other states which claim up to 12 nautical miles of territorial sea, the Royal Navy would normally observe the rules of innocent passage except in those straits to which special and less restrictive arrangements apply.
