How it is proposed to allocate the £19 million bilateral aid programme for training non-white South Africans over the next five years, how much the European Community is allocating, what will be the British share of this and how and by whom the spending of these sums is to be co-ordinated and supervised.
§ The Minister of State, Foreign and Commonwealth Office (Lord Glenarthur)We aim to provide some £20 million for our bilateral aid programme for black South Africans over the next five years, mainly for the purpose of education and training in the United Kingdom and in South Africa. Training is at both postgraduate and undergraduate level. The programme is administered by the British Council. Under the European Community's 1987 budget, 20 million ecus (about £14.5 million) are available for commitment to the Community's programme of positive measures in South Africa; Britain's share of this is some 4 million ecus (about £2.9 million). The European Commission is responsible for co-ordinating and supervising the programme.
