§ Mr. Norman LamontI announced in the Budget debate that the Government would not be going ahead at this stage with the system of independent taxation with transferable tax allowances discussed in last year's Green Paper "The Reform of Personal Taxation". We are now considering whether there is a satisfactory halfway house to the approach in the Green Paper.
