The European Council agreed that the appropriations in the budget for the 1987 financial year should he used for 161W current programmes pending the definitive adoption of the multiannual framework programme. My right hon. Friend the Prime Minister made clear our agreement that spending could continue at this year's level over the five years of the framework programme.
