§ Mr. LeeSome claimants to unemployment benefit have always been disallowed benefit by independent statutory adjudicating authorities in accordance with longstanding legal rules adopted by successive Governments because they were not available for work. Departmental records do not identify the reasons which lead to claimants being disallowed benefit on the grounds that they are not available for work.
