§ Mr. RifkindI expect to publish "Public Expenditure to 1989–90: A Commentary on the Scotland Programme" on Wednesday 18 February. As in previous years, I shall arrange for a copy to be sent to all Scottish Members. Copies will also be placed in the Library.
