§ Mr. FreemanThe modernisation programme is still at the planning stage. As I told the hon. Member for Ryedale (Mrs. Shields) on 4 November 1986, a notice of proposed development has been submitted to the north Yorkshire moors national park committee and a memorandum of understanding concluded with the United States.
