Whether they are aware that recent legislation has made it more difficult for the police to control the increased entry into London and parking of coaches chartered by firms and contractors for commuting employees to and from locations in central London, and what steps they propose to take.

I do not know what legislation the noble Lord has in mind. Coaches chartered by firms for their employees generally operate as private hire and this sector has never been subject to road service licensing. Restrictions on using private hire coaches for regular commuting journeys were lifted in 1980.
