§ Mr. RentonProgress at the MBFR talks has been disappointing as the Warsaw Pact continues to refuse to give a realistic response to the Western proposal of December 1985, in which we made a constructive attempt to break the long-standing deadlock by offering to accept troop reductions without prior agreement on force levels.
