§ Mr. David MitchellThe Government's policies on public passenger transport are aimed at greater efficiency, cost effectiveness and increased competition. They will therefore generally lead to lower costs than would otherwise be the case, to the benefit of passengers, ratepayers or taxpayers, or a combination of these.
