Mr. Alfred Morris

asked the Secretary of State for Social Services if he will make a statement on the finding of the recent report from the Audit Commission for Local Authorities for England and Wales that the Government's care in the community policy is wasteful, disorganised and causing unnecessary suffering to elderly and disabled people.

The Government's view is that substantial progress has already been made in carrying forward the policy of community care which has been accepted by successive Governments. We cannot accept that the Audit Commission's Report properly reflects this progress. However we recognise that there are still problems to be solved, and my right hon. Friend announced in his reply to my hon. Friend the Member for Kingswood (Mr. Hayward) on 16 December 1986 at columns461–62 that he had asked Sir Roy Griffiths to undertake an overview of community care policy.
