§ Mr. FowlerThe welfare and protection of children is a matter of great concern to all of us, and it is important that the law reflects that concern. I am pleased to publish today our proposals for a major overhaul of child care law and also to propose measures to improve the safeguards where young children are being looked after by child minders or in other day-care facilities.
Our proposals take account of the recommendations of the working party on child care law and the many comments received on them as well as the views of those who commented on arrangements for children under five. They will offer a better service for families and protection of children at risk of harm.
The Government remain committed to introducing legislation as soon as parliamentary time can be found.
