asked the Secretary of State for Transport if he will amend regulations to allow public transport authorities a greater degree of flexibility in regard to the requirements that charges be made to allow the return of lost property.

This is not necessary. The amending regulations made in 1981 already give operators power to waive charges for the return of lost property if they wish.
