HC Deb 12 January 1987 vol 108 c38W
Mr. Chris Smith

asked the Secretary of State for the Environment what is his Department's current estimate of the level of capital expenditure annually required (i) to reverse and (ii) to maintain the current rate of deterioration in the state of repair of the nation's (a) public and (b) private housing stock.

Mr. Tracey

It is difficult to establish meaningful global estimates of this sort. Primary responsibility for deciding how much to spend on maintaining their houses must rest with the property owners.
