asked the Secretary of State for the Home Department if he will call for a report from the Commissioner of Police of the Metropolis as to the reasons why a copy of the statement taken by the police from Mr. Narendra Sethia in connection with alleged breaches of the Official Secrets Act has not been made available to Mr. Sethia; and if he will make a statement.

  1. 1. The estimated 1987–88 figures are produced by applying the GDP deflator (base year 1987–88).
  2. 2. The Scottish Special Housing Association did not receive an annual block capital allocation until 1979–80.
  3. 3. Capital allocations to the bodies listed have, since 1982–83, been made on a net basis; the Secretary of State provides a net allocation in addition to which the bodies can spend the actual net capital receipts realised in the year in question. However, for ease of comparison the figures in the above table for 1982–83 and subsequent years are given on a gross basis. They include actual receipts for the years from 1982–83 to 1985–86 (although some figures within the 1985–86 totals for the HRA and non-HRA are still subject to audit). They include forecast receipts for the years 1986–87 and 1987–88. If actual receipts in those years are higher or lower than the forecast level, the level of gross spending permitted to authorities will be higher or lower by a corresponding amount. All figures for 1987–88 are based on provisional net allocations, in addition to being subject to the relationship between forecast and actual receipts.
  4. 4. The figures given may not correspond exactly to the public expenditure outturn for each year under these various headings because there may have been overspending or underspending of allocations.
