§ Mr. Cohenasked the Secretary of State for the Environment what account he proposes to take, in reaching final decisions on the form of the proposed community charge, of the representations from the Chartered Institute of Public Finance and Accountancy regarding (a) the extent to which the community charge may vary from place to place and (b) the length of the transitional period during which domestic rates and the community charge will run in tandem; and if he will make a statement.
